Comments due September 16

The Office of Child Development and Early Learning (OCDEL) issued a Request for Information (RFI) today regarding the Child Care Information Services (CCIS) grants for Fiscal Year 12-13.

This Request for Information offers the public and early childhood community an opportunity to provide comments and recommendations that will be considered when drafting the final RFP. An RFI’s purpose is to solicit feedback on ideas, not to solicit bids.

There are currently 59 CCIS agencies located throughout the state. CCIS agencies are responsible for child care subsidy eligibility determination, provider payment and waiting list management and providing resource and referral services to help families choose early childhood education and care programs. OCDEL monitors the grant agreements with the CCIS agencies and works in partnership with grantees to provide services to Pennsylvania families. Current grant agreements expire on June 30, 2012.

Based upon the current economic situation and in an effort to make state government more efficient, the RFI proposes
  • reducing the current number of CCIS grantees from 59 to 30; and
  • other ideas to achieve administrative savings and efficiencies including, but not limited to, setting a maximum administrative rate and limiting indirect costs.

OCDEL recognizes that because the CCIS system has been in place since the 1970s, these proposals represent major change; OCDEL believes the RFI process will allow for valuable input from the public.

OCDEL encourages all early childhood education stakeholders to review the RFI and provide comments by September 16, 2011. Responders are encouraged to

  • respond to the proposals in the RFI, and
  • provide additional/alternative recommendations on ways to increase business efficiencies and reduce costs.
