Governor Wolf signs the 2018-2019 Budget

There were few surprises in this year's Pennsylvania budget (other than the fact that it finished up early). We've compiled our usual list below of line items affecting low-income families and the people we serve. To see the full budget, visit the PA Office of the Budget.

As you can see below, most line items that we follow stayed level or increased in funding. While the Governor's budget "zeroed out" (removed funding) from a few, all programs that we watch regained their funding in the legislature.

Pennsylvania Raises Income Limits for SNAP (Food Stamps)

Effective immediately, the Department of Public Welfare has increased the Gross Income Limit for families eligible for food stamps from 130% of the Federal Poverty Level ($28,665 for a family of four) to 160% of the FPL ($35,280 for the same family). Additionally, all one or two person households under the Gross Income Limit (160% FPL for most families, but 200% FPL for senior and disabled households) are eligible for at least $16/month in food stamps, even if they are above the Net Income Limit. Final Vote on FMAP Extension Today: Help Balance Pennsylvania’s Budget

Last night the U.S. House Committee on Rules set the stage for a vote today on H.R. 4213 -the American Jobs and Closing Tax Loopholes Act of 2010. Despite some modifications to the bill, the extended enhanced Medicaid match rate (FMAP) remains in the bill. The extension includes $24.1 billion for 6 months, of which Pennsylvania will receive $848 million. H.R. 4213 also includes crucial extension of the provisions in the American Recovery and Reinvestment Act (ARRA) related to unemployment, COBRA, a temporary extension of the Emergency Temporary Assistance for Needy Families (TANF) fund, as well as other provisions. This enhanced FMAP is central to PA balancing its 2010-2011 budget without deep cuts to education, health and human services and the job losses that inevitably would follow. PathWays PA will Release Overlooked and Undercounted on May 12! (#pressrelease)

In Pennsylvania, a large and diverse group of families are experiencing economic distress and are routinely overlooked and undercounted. That’s the finding from PathWays PA’s latest publication, Overlooked and Undercounted: Struggling to Make Ends Meet in Pennsylvania, which uses The Self-Sufficiency Standard of Pennsylvania to determine how many households live below self-sufficiency. PathWays PA, a service and advocacy organization for women, children and families, is releasing this report to examine the impact of education, gender, and race on the overlooked and undercounted in Pennsylvania as they relate to the Self-Sufficiency Standard.
